Position Overview

The Compliance & Government Relations Team is relied upon by all facets of the organization including sales and marketing, implementation and operations, and product.  The Compliance & Government Relations leadership team plays a key role in helping guide product strategy through collaborative consultation and influencing internal partners at all levels of the organization.

The Compliance & Government Relations Team is responsible for monitoring thousands of legislative and regulatory changes that impact the entire employee life-cycle, from the moment a candidate applies all the way through last payment of wages. It’s critical that these changes are fully understood and that our products can meet all compliance needs at the federal, state, and local levels, and that our internal partners understand the compliance requirements and can support our clients in creating a compliant set-up. The Senior Manager, Government Affairs is responsible for representing Paylocity in trade organizations that advocate for the Payroll Service Provider industry and various other Paylocity interests. The Senior Manager of Government Affairs is also responsible for providing consultation to Paylocity internal business partners on matters pertaining to industry best practices and regulatory support.  

 

Performance Objectives

The below represents the primary responsibilities of the position. Other duties may be assigned as needed. 

  • Provide compliance support to Paylocity Product teams, Operations, and customers relative to payroll and accounting best practices and regulatory compliance.
  • Act as Compliance and Government Relations liaison for Global Payroll product offerings, coordinating efforts across Compliance teams to support international product expansion, and assisting internal teams with compliance questions and functionality reviews ensuring products adhere to payroll accounting best practices
  • Represent Paylocity externally in Industry Agency Relations groups (i.e., IRS Reporting Agent Forum Team, National Payroll Reporting Consortium, American Benefits Council, etc.) and demonstrate a high level of professionalism and discretion in interactions with external stakeholders while consulting the business in matters pertaining to compliance risk assessments and assist in developing strategic responses to legislative trends. 
  • Promote a culture of integrity and compliance throughout the organization, including the promotion of a “compliance by design” culture. 
  • Establish, enhance, and maintain contacts with various government agencies to stay informed on policy changes and upcoming significant regulatory changes 
  • Stay abreast of upcoming legislative and regulatory changes that impact payroll processing, Accounts Payable and Accounts Receivable Accounting, and global and domestic payroll and accounting outsourcing. 
  • Communicate new or changing compliance requirements to our product team to ensure our products are configurable to support all client compliance needs across all jurisdictions at the federal, state, and local level. 
  • Distill compliance changes into digestible resources for our internal partners and our clients via compliance alerts, knowledge base articles, and other mediums. 
  • Work cross-functionally with various operations teams, including implementation, operations, and tax, to ensure seamless execution of changes required by compliance changes. 
  • Provide guidance, mentorship and development to junior team members on Compliance Government Affairs tactics and best practices 

Education and Experience 

  • Bachelor’s degree in Finance, Accounting, Taxation or equivalent industry experience 
  • 5+ Year public accounting and/or global payroll experience
  • 10-15+ Years Payroll, Tax, or HR compliance experience  
  • Enrolled Agent (EA), Certified Payroll Professional (CPP), Society of Human Resources Management Certified Professional (SHRM-CP), Certified Public Accountant (CPA) or equivalent related designations desirable.
  • IRS or State Agency experience preferred
  • Payroll or Business Accounting Service Bureau experience preferred

This role can be performed from any office in the US. The pay range for this position is $98,000 - $182,000/yr; however, base pay offered may vary depending on job-related knowledge, skills, and experience. This position is eligible for an annual bonus and restricted stock unit grant based on individual performance in addition to a full range of benefits outlined here. This information is provided per the relevant state and local pay transparency laws for the location in which this position will be performed. Base pay information is based on market location.
